Non-Qataris can fully own freehold property in 9 designated zones approved by the Council of Ministers. Outside these zones, foreigners may acquire usufruct (99-year leasehold) rights in 16 additional areas. Freehold owners can sell, lease, mortgage, and transfer their property without restrictions.

Outside Designated Zones

Restrictive

Foreigners cannot acquire freehold ownership outside the 9 designated zones. Land for commercial activity outside these zones requires partnership with Qatari nationals (typically 51% Qatari ownership minimum), with some exceptions for QFC-licensed entities.

  • Direct foreign freehold not permitted outside designated zones
  • Long-term leases (up to 50 years, renewable) are available for commercial use
  • Qatar Financial Centre (QFC) entities have broader property rights
