Riat Hills is where Kisumu's growth story is most visible. Rising on hillsides northwest of the city, its plots look out over Lake Victoria, and a wave of gated communities and bespoke villas has transformed once-rural land into the city's most aspirational new-build address. Proximity to Kisumu International Airport, currently in a phased KSh 4.9 billion expansion, and the Kisumu-Busia highway has put the area squarely in the path of the infrastructure that the county expects to drive values higher. For investors, Riat Hills is fundamentally an appreciation play. Serviced land at around KSh 7 million per acre and projected five-year growth of 50-70% are the draw, not the modest rents the still-developing area currently supports. That makes it a longer-horizon, higher-risk position than established Milimani: returns depend on infrastructure delivery, careful title diligence and Kisumu's broader trajectory, all within Kenya's 99-year leasehold framework for foreign buyers. For those willing to wait, it is the city's clearest bet on growth.
